Florida Soil Cement, LLC, (FSC), was created in July 2004, when Kearney Development's pugmill mixing operations were consolidated.  FSC is the leading supplier of soil cement and cement treated limerock to the Tampa Bay Market and utilizes three ARAN portable pugmills.

In addition, FSC has utilized the portable pugmills to mix roller compacted concrete, soil-bentonite, and for soil solidification/stabilization on hazardous waste clean-up projects. The plants have worked in New York State , Virginia , Georgia , Florida , Grand Bahama Island and the Dominican Republic .
